Summary:

Where the remains are not considered to be of national importance and their protection ('preservation in situ') is not considered appropriate (by the LPA and their archaeological advisors) then alternative mitigation ('preservation by record') will be the appropriate course of action in accordance with circular 60/96. Post-excavation, publication and dissemination of results must be ensured with an emphasis on public benefit, particularly educational benefits to the local community. All work should be in accordance with the standards set by the Chartered Institute for Archaeologists

Would suggest the policy is deleted and is covered by pre-application decision and the local list to requires and archaeological assessment where defined archaeological interest are located and/or cover by planning condition.
